Would Like to Market a Herbal Product

I am looking for some very basic information on my ability to market a herbal product. We use an old family recipe to create an Arnica solution and I would like to package and sell it.
I really don't know who to turn to get basic info on government regulations and acceptable packaging and processing requirements. Would you be able to provide guidance?

I have marketed herbal teas, and even a liniment formula using arnica (MT). The rules are simple and I could direct you toward the right forms of product liability, and related suggested requirements.
Most who use this service put me on a $150 retainer, and then call whenever a problem or question arises. I just keep a phone log on time spent. Reports and market studies are extra, requiring time outside of phone calls.
