Penny royal turning Yellow and Brown

Why does Penny royal turn yellow and brown? There's adequate water and sun and they were only planted within the last three months.

You do not say where you are growing the plants. Since you are writing in February the plants could well be deciding to go into dormancy, even if they are in the tropics. Our plants start to look ragged this time of year too, but soon resume fresh new growth.
