Sweetie Tomato will not Flower

The sweetie tomato plants are growing, but not flowering. I am growing them indoors under fluorescent shop lights. Any suggestions?

Give them a fertilizer that is highest in the last number e.g.: 5-5-30 Increase the day-length to 16 hours and move them as close to the lights as possible.
