Rosemary with Foam on its Tips

I have a question about rosemary,there is some sort of white like foam on the tips of my rosemary plants and this morning I found that another plant opposite end also has it. WHAT can I do?
A spittle bug may have taken up residence in the soft new growth of your rosemary. Dig into the foam and see if you can find a tiny (since it must be newly hatched) worm-like grub in the center. Squoosh it!!
