Rosemary Seed Germination

I am having trouble with rosemary. My germination rate is very low 1 in 10 or 1 in 12. Is there a trick to getting rosemary to germinate?
Would stratification help?
Rosemary seeds come up best when the seed flat is kept at 24 to 27 degrees Celsius for one week and then is switched to a temperature of 18 degrees Celsius ( 65 degrees Fahrenheit). The soil should be slightly alkaline and constantly slightly moist.
